The City of WindsorOfficial Plan does not prohibit residential access to Class I collector Roads, Policy 7.2.6.7 (b) iv states that “Direct property access may be permitted with some controls;". Permitting direct residential access is consistent with the development pattern on the existing section of Holburn Street, and is consistent with recent Council decisions related to allowing direct access to a Class II Collector.(Maguire Street). This is reflected in the Planning Department's recommendation for approval of the Draft Plan Of Subdivision. |
As written, Recommendation I (D)(g) of Report $176/2020 provides sufficient direction for all items contained in both of the Applicant's TIS (May 2020 and October 2020) to be implemented and/or constructed be included in the forthcoming Subdivision Agreement.
