The rates for the Sandwich South Planning District are higher than the City –Wide rates because of the significant investment in infrastructure required for the growth related development in the area. When compared to other Greenfield growth areas such Oakville, Barrie, Kitchener, and Peterborough, the calculated rates are at the low end of the range.
It should be noted that care should be taken to compare Windsor’s newly calculated rates to the existing rates of other municipalities. Given that the legislation requires a new background study be done every five years, other municipalities will also have to calculate new rates. Inflationary cost increases relating to the underlying capital projects generally tend to push rates higher as new studies are undertaken
