Discussion:
In 2019, a bi-yearly inspection was completed in the Goyeau garage. The inspection reported the need to make repairs to the roof, concrete in the helix, semi-depth patching throughout the garage, and the replacement of the storm stack and waterlines. Due to COVID, the 2020 improvement project work was delayed with work now being completed as issued in one larger tender to obtain better pricing. This tender includes 2020 improvement works as well as required repairs / upgrades to the Goyeau Garage elevators originally scheduled for replacement in 2021.
Both elevators at the Goyeau garage were scheduled for a full replacement in 2021 at an estimated total cost of $1,000,000. An inspection of the elevators was completed in 2020 and the inspection identified some minor repairs that were required, however, with completion of the repairs, the elevators would have a new overall life expectancy of 20 years. Due to the delay of the 2020 rehabilitation repairs, the work on the elevators and other areas of the garage will be completed at the same time, and therefore issuing one tender instead of two was deemed to be more efficient.
The lead time for materials required for the elevator repairs is approximately 4 months. In order to be able to start this work during warm weather and to allow for material purchases by the contractor, the tender for the 2021 elevator work is required to be awarded in 2020.
Risk Analysis:
Delays in signing the contract will require a re-tender of the project and ultimately delay the work which is planned for the warmer weather in 2021. Cold weather work in the garages costs more to complete.
