Administration requests Council approval for a pre-commitment of 2021 capital funds from Project 7131114 - Parking Garage Improvements in the amount of $305,000 in order to complete the RFT 143-20 work including the 2021 elevator upgrade. All costs and related funding will be charged to the Parking Garage Improvements Project 7131114 which will have sufficient funds when current funding is combined with the pre-commitment amount requested. The current uncommitted balance in Project 7131114 is $912,000. Both elevators at the Goyeau garage were scheduled for a full replacement in 2021 at an estimated total cost of $1,000,000. Given that repairs will be undertaken to the elevators in place of full replacement any surplus 2021 budget funding related to the 2021 submitted capital budget for garage improvements relative to the elevators will be returned to the On-Off Street Parking Reserve Fund 138.

It should be noted, the On-Off Street Parking operations is deemed to be commercial in nature for HST reporting purposes resulting in 100% credit of HST paid.
