3.4.7 Site Plan Control
The OP designates the whole of the municipality as a Site Plan Control Area (OP, Section 11.7.1). The proposed commercial development is subject to site plan control and will be further reviewed upon approval of the zoning by-law amendment (OP, Section 11.6.3, 11.7).

3.4.8 Economic Prosperity
The proposed development promotes opportunities for economic development and investment within the City of Windsor (PPS, 1.7.1 (a)). It also optimizes the use of vacant lands, infrastructure available within the subject site; and enhances the vitality of the area by introducing new opportunities for employment and housing (PPS, 1.3, 1.4), which enhances quality of life (OP, Section 4.2.3). Likewise, the Official Plan supports a wide range of employment opportunities at appropriate locations throughout Windsor (OP, Section 4.2.6) and encourages the orderly development and distribution of commercial uses across the City to strengthen Windsor’s economy (PPS, 1.3; OP, Section 6.5.1).

3.4.9 Energy Conservation, Air Quality and Climate Change
The proposed development promotes compatible development (OP Section, 4.2.2) that is compact in form, and supports the use of public transportation and transit access to the subject site, as well as the surrounding area (PPS, 1.8.1). It also improves the mix of employment and housing uses and supports local public transit (PPS, 1.8.1 (e)).
