COMMENT:

As noted above, the proposal is supportive of municipal transit. Bike racks will be provided to encourage the use of the city bike trail system and to encourage the use of municipal transit.

Being located on Tecumseh Road East in Central Windsor, the subject property is within walking or biking distance to commercial amenities and supportive commercial uses.

6. are freight-supportive; and b) a range of uses and opportunities for intensification and redevelopment in accordance with the criteria in policy 1.1.3.3, where this can be accommodated.”

COMMENT:

The redevelopment of the site is an appropriate, in my professional opinion, intensification of residential units on a residential property in an area of supportive municipal transit, commercial, and institutional uses required for the residents.

Section “1.1.3.3 Planning authorities shall identify appropriate locations and promote opportunities for intensification and redevelopment where this can be accommodated taking into account existing building stock or areas, including brownfield sites, and the availability of suitable existing or planned infrastructure and public service facilities required to accommodate projected needs.”

COMMENT:

The subject site is mostly designated and zoned for residential purposes. The OPA and ZBA will ensure continuity by applying the residential policies and regulations to the entirety of the site. The OP policies recognize the appropriate use of the lands for medium density residential development, allowing for the medium rise, 28 unit apartment building. The OPA and ZBA will appropriately support the development of the residential property for a residential apartment building and will provide for much needed alternative housing.
