Dear Committee Members:

My Client, Abdul Habib (1741078 Ontario Inc.), has significant land holdings (approximately 94 hectares) located south of the proposed “Transport Terminal” site. Refer to attached air photo showing the property locations. These lands are located within the East Pelton Secondary Plan and are designated primarily for residential use. Refer to the attached Schedule EP-2: Land Use; East Pelton Planning Area. Planning applications are currently being prepared for Phase 1 of the development, containing approximately 365 residential units. The total build out of the property will be approximately 1,100 residential units.

Recognizing that there is significant traffic congestion on Walker Road and the Walker Road/County Road 42 intersection, traffic may be diverted along 8th Concession Road and/or 7th Concession Road to access Highway 401. My Client is very concerned that the truck traffic being generated by the proposed Transport Terminal may negatively impact his future residential development located along the 8th and 7th Concession

A key reason for City Council approving Interim Control By-law 78-2019 was to ensure that a Transport Terminal is not detrimental to surrounding existing and potential land uses, particularly residential. No traffic analysis has been undertaken to determine if there will be any negative impacts on the future residential development of Mr. Habib’s lands and the East Pelton community.

We therefore request that the Development and Heritage Standing Committee refuse the request that the proposed Transport Terminal be exempt from Interim Control By-law 78-2019 until such time that the potential traffic impact issue is addressed.

Both Mr. Habib and I will be attending the Committee meeting on October 13th.
