George Robinson, Planner II – Revitalization & Policy Initiatives

George Robinson, Planner II – Revitalization & Policy Initiatives appears before the Development and Heritage Standing Committee regarding the administrative report Brownfield Redevelopment Community Improvement Plan (CIP) application submitted by Celernus Investment Partners Inc. for 374 Ouellette Ave (Ward 3) and provides details of the application and financial information indicating that Phase I of the Environmental Site Assessment Study (ESA) was completed and recommended Phase II of the ESA. The site was added to the Windsor Heritage Register as a designated property in 2008. Administration is recommending approval of the Environmental Site Assessment Grant for Phase II.

Rhys Wyn Trenhaile, Broker appears before the Development and Heritage Standing Committee regarding the administrative report Brownfield Redevelopment Community Improvement Plan (CIP) application submitted by Celernes Investment Partners Inc. for 374 Ouellette Ave (Ward 3) and is available for questions.

Councillor Bortolin comments that CIPs are usually for blank sites or contaminated sites and asks why the work is being done and whether there is a redevelopment plan.

Mr. Robinson indicates that the Phase II grant will serve to identify any further contaminants and for any remediation efforts required for cold storage in basement.

Ms. Lassaline explains that they are proposing redevelopment of nine stories into residential apartment units, which will result in 72 units in total. The proposed redevelopment and change in land use requires them to look at the record of site conditions and because of the cold storage that was identified there may be contamination and therefore a need for further remediation. Ms. Lassaline adds that approval of the grant will help them proceed with the project which includes interior modifications and a refreshing of the exterior of the building.
