Introduction

Annetts and Associates was engaged by the City of Windsor to complete a salary survey and compensation review for the non-union employee group. This report provides the following: project implementation, general findings, summary of findings, and recommendations.

1. Identification of Market Comparator Group

12 organizations approved by Council were used for this current Salary Survey/Compensation Review. Council approved one change to the comparator’s list. Mississauga was removed as a comparator organization and Guelph was added.
