east, West Grand Boulevard/South Cameron Boulevard to the south, and Dominion Boulevard to the west. As it relates to ECP-003-08, the Central Box ESR identified long-term solutions for the realignment/reconstruction of the Howard Avenue/Division Road/South Cameron Boulevard/CN Rail Complex. At the direction of Council, Administration has issued RFP 88-20 which deals with the detailed engineering design and procurement for the implementation of the recommended design alternative for the Howard/South Cameron/Division/CN Rail Complex. The purpose of this report is to request the approval to award the RFP.

Discussion:

During 2020 Capital Budget deliberations a total of $2,934,000 was approved in principal for 2023 and 2024 relating to detailed engineering design, and procurement for the reconstruction/realignment of the South Cameron/Howard Avenue intersection (ECP-003-08) in accordance with the approved alternative for the 20+ year horizon of the Central Box ESR. Under a subsequent council resolution [CR269/2020] these funds were pre-committed in order to expedite the design work for the project. Administration issued RFP 88-20 on Monday July 13, 2020 and it closed Wednesday July 29, 2020, with one submission being received from Dillon Consulting in the amount of $711,856.

The scope of work covered under the RFP includes detailed engineering design, preparation and issuance of contract documents, as well as contract administration and construction inspection following the award of tender to a successful proponent. Based on preliminary scheduling, the project is anticipated to commence immediately upon award with detailed design and utility relocations occurring throughout 2021, with the goal being to tender the project for spring 2022 construction.

Risk Analysis:

There are no significant or critical risks associated with the recommendations of this report. Delays in the overall project timelines may be realized should the award of the RFP not be carried forward. Other items, such as advance utility relocation and property acquisition could also potentially delay the implementation phase of the project. It should be noted that the required property acquisition has not yet been finalized. While that cost is anticipated to come in under the remaining funding for the project, there is a risk it may not. Construction is anticipated to commence in 2022, pending the completion of detailed engineering design, property acquisition, and utility relocations.

Climate Change Risks

Climate Change Mitigation:

The reconstruction/realignment of the Howard/South Cameron/Division/CN Rail complex is a recommended alternative resulting from the completion of the Central Box ESR. As part of the completion of any ESR, the Municipal Class Environmental Assessment Process requires the definition of a problem, followed by the identification and evaluation of alternative solutions in order to arrive at a preferred solution(s). During the evaluation of alternative solutions, many environmental factors related to climate change mitigation are taken into consideration, one main factor being the
