Recommendation:
That Council APPROVE to enter into an agreement with Dillon Consulting Limited for the provisions of consulting services related to the Howard/South Cameron intersection realignment, RFP 88-20, in the amount of $711,856 plus applicable taxes; and,
That the Chief Administrative Officer and the City Clerk BE AUTHORIZED to sign the agreement with Dillon Consulting Limited, satisfactory in form to the City Solicitor, in technical content to the City Engineer and in financial content to the City Treasurer.

Background:
Under ECP-003-08 (Howard Ave - South Corridor Improvements) Council has committed to long term infrastructure upgrades on Howard Avenue from South Cameron Boulevard to Highway 3. The upgrades for this section of Howard Avenue are identified within the recommended alternatives for two environmental assessments previously completed for the area. ECP-003-08 was originally funded for the implementation of the recommended alternatives within the Howard Avenue Class Environmental Assessment Study, Environmental Study Report [Howard Avenue ESR, final version dated May 2003], with the limits of the study being South Cameron Boulevard to Highway 3.
More recently, under CR655/2016 Council received for information the Central Box Study Area Class Environmental Assessment, Environmental Study Report [Central Box ESR, final version dated January 27, 2017].
