4. Health and Safety – Before installing its equipment, service providers must ensure that their equipment is installed in accordance with Safety Code 6 (SC6). The main concern is to ensure that equipment is installed in a safe manner and in accordance with the standards set out in SC6 for the general population and workers. Our response to the public included additional information about SC6, including reference to Health Canada for more information. Concerns related to radiofrequency energy safety are considered an unreasonable concern per ISEDC, because the vast majority of scientific evidence and ongoing worldwide research continues to show no negative health impacts as a result of living within close proximity of telecommunication facilities.

5. Community Heritage – The proposed tower location is not located within a protected heritage area, nor on a property that has been designated as having historic significance. The property is an existing commercial development (a preferred location per city policy), near existing industrial developments and on the edge of the existing residential community. The location respects technical requirements for providing high quality wireless service to surrounding residents and businesses, and mitigates visual impacts by being on the edge of the community.

6. Regulatory Policy and Process – Telecommunication facilities are regulated exclusively by Canadian federal legislation derived from the Radiocommunication Act. ISEDC’s policy and process document titled CPC-2-0-03 – Radiocommunication and Broadcasting Antenna Systems instructs industry to follow local land use authority (municipal) policies relating to municipal and public consultation for proposed telecommunication facilities. TELUS is following the City of Windsor’s policy and process for proposed wireless telecommunication facilities, which includes public consultation and a submission review process, which concludes with either a letter of support or non-support. The City’s policy requires notification of neighbouring municipalities only where a proposed facility is located within three times the antenna height of the other municipality. The proposed facility is not located within this distance to another municipality. Following completion of public consultation LandSolutions will submit a package on behalf of TELUS to the City of Windsor, which includes an application for a Site Plan Approval and request for concurrence (letter of support) for the proposed facility. A consultation summary and all public feedback and responses will be included in this submission package.

7. Interference with radiocommunication used by Emergency Services – The proposed facility will not interfere with other radiocommunication services, because the frequencies used by TELUS are federally regulated and licensed to TELUS. Only TELUS may utilize those frequencies and this facility will not negatively impact emergency service organizations operating in the surrounding area, rather it will improve resident’s and the travelling public’s ability to call emergency services from their wireless devices.
