RE: Council Report C 212/2020 Sewer and Coastal Flood Protection Master Plan Environmental Assessment
I speak on behalf of Evelyn Grey McLean, owner of 6260 Riverside Dr. E., property and home that has been twice inundated with water on the main living space of her home, both in the storm of September 2016 and August 2017. The Mayor will recall in his Town Hall presentations, he used pictures of this home. The sewer water came from the roadside into the house (3"-4"). Evelyn has lived in this house since the 1930's and has never dealt with such a traumatic ordeal. As a result of these devastating floods, the owner built her own berm on private property (to the north of the proposed Landform Barrier). Comments on her behalf have been submitted in response to the previous EA Open Houses, including noting concern with the specific proposed berm location more southerly that will negatively affect a large Cottonwood tree, etc. As Council is aware, more recently, 2020, the rising coastal waters have been a concern and the municipal sandbagging program was utilized on this property because it has a beach and no break wall to protect from "coastal water". The EA provides no further protection initiatives, other than the berm that will protect the lands to the south.
The proposed improvements included in this EA hopefully will provide solutions to the problems that have existed in the recent flooding and the recommendations are generally supported. As noted in the study, this home is located in Area 1 and in the Dillon Summary for Immediate Priority for a number of improvements, including the Landform Barrier. The Landform Barrier serves two purposes, to keep potential flooding water from infiltrating lands to the north from the street and separately protection to the properties to the south side of the Drive from potential coastal water. The EA recommendation should also include a program to further protect from Coastal flooding the homes on the north side of the Drive. Also, as noted in previous responses, owner input is necessary in the specific location of the berm.
The following concerns need to be addressed:
- Inclusion of further Coastal Flooding protection to the existing properties north of the berm
- Owner input and slight alteration of the specific location of the berm(Landform Barrier) is required
