Option #3: is similar to that of Mississauga as it best aligns with the City of Windsor’s LISS.

This poses the least risk to the City as it only evaluates exterior lighting based on its ability to comply with Full Cut-Off lighting clause of LISS.

Though some exemptions would be required, a Bylaw would identify those exemptions which would be mostly of a Temporary nature. (See report contents for those have been identified by Parks and Rec)

Lighting would be easily assessed in the daytime reducing the need for overtime by City Bylaw inspection staff.
