OPTION #2 would reduce risks to city and the community by regulating such light installations through limiting hours of use, amount of lights intensity of lights, and modification to existing nuisance lighting.

It however, creates a greater level of bureaucracy with, inspections. Interpretations, and may even draw the City in disputes between neighbours as well as open the City to litigation of the various interpretations of how regulations would be enforced.

This Option would also burden the City with additional costs to purchase appropriate illumination equipment, train staff and properly calibrate equipment to ensure that readings are accurate. Police Services reflected that this is similar to photo-radar which was abandoned shortly after implementation due to inability to convict due to questions of proper calibration.
