Further to this, Planning conducted a precedence study with other municipalities to determine which have addressed that issue of nuisance lighting. It was found that 3 had established separated Nuisance Lighting Bylaws, which 6 other municipalities had incorporated it into their existing Property Standards Bylaw. It was also identified that 5 of the municipalites created best-practices similar to the City of Windsor LISS to help assist existing and new businesses in providing safe, environmentally sensitive and appropriate lighting.
