The current City of Windsor Property Standards Bylaw references exterior lighting in two areas to establish safe pedestrian access and egress from buildings and along walkways, as well as in parking lots. The latter identifies that light must not trespass onto nearby properties. in essence Full Cut-Off lighting that does not create glare.
