The main issue with these lights is that they create Glare. Glare is created from unshielded lights that shine light directly into the eyes of the viewer. These nuisance lights by their very nature produce excessive glare. Glare can be a formidable factor in pedestrian/car accidents.
In 2005, Council approved the Lighting Intensity Standards Study (L.I.S.S. CR228/2005) which requires all new development to employ Full Cut-Off (Dark Sky Friendly) lighting to reduce and eliminate glare. Nuisance lighting that the city is currently seeing does not comply with LISS and does not put existing and proposed businesses on a level playing field.
