construction of a multiple unit dwelling containing a maximum of four dwelling units with minimum four on-site parking spaces.

PLANNING ACT

The Planning Act requires that a decision of Council in respect of the exercise of any authority that affects a planning matter, “shall be consistent with” Provincial Policy

Statement 2014 (PPS) and in conformity with the policies of the City of Windsor Official Plan (OP).

PROVINCIAL POLICY STATEMENT (PPS) 2014

The PPS provides policy direction for appropriate development. This policy direction takes into consideration efficient use of land and resources, accommodating an appropriate mix of residential uses. The PPS recognizes that land use must be managed to meet the full range of current and future needs, while protecting public safety and natural environment.

The proposed dwelling units contribute to the building of a strong healthy community as per policy 1.1.1 (a, b, c, d, e, f, g, and h) of PPS. The proposed amendment is consistent with the PPS as follows:

The subject site can be fully connected to municipal services.

The proposed four residential units complement the existing residential uses in the neighbourhood. The existing residential uses range from single unit dwellings to four-plexes.

The accessibility of the proposed units will be established in compliance with Ontario Building Code (OBC) for all residential units.

There are no impacts on the natural environment. There are no known negative impacts on climate change.

The proposed dwelling units focus growth and development within a settlement area and intensification. The proposed amendment is consistent with the PPS policies 1.1.3.1 and 1.1.3.2 as follows:

The subject land is within the urban area of the settlement for the City of Windsor. The proposed increased number of units minimize land consumption and promote intensification.

The proposed development efficiently uses existing land and resources.

The location of the subject site in the proximity of a transit route is supportive of active transportation.
