Timing Risks- The monument has been fenced off as the stones have decayed. It is important to restore the monument before the damage is irreparable. Jackson Park is a premier Park in the City with any number of special events occurring. It is important to maintain the safety and image of the Park features to ensure the community is safe within the Park.

Community Impact Risks- Members of the local Veterans community, local historians along with regular Park users have met with staff to discuss the repairs needed. There is a respect to our past through these significant monuments and our community is requesting that the restoration take place. Should the Monument not be repaired, there is a risk to the Corporations image.

Financial Matters:

Capital funding for repairs to monuments and memorials was approved in principle in the 2020 Capital Budget for Monument Maintenance #REC-001-18 with $75,000 available in 2022 and $75,000 in 2023.

Additionally, the remainder of funds will come forward as a pre-commitment from the Parks Service and Infrastructure PFO-005-19, which has $500,000 available in 2023. It should be noted that at this time that there are no specific projects that have yet been identified for funding through this Project account. Therefore, there are no displaced projects because of this maintenance project moving forward.

PROJECT CHARGED: A new capital project will be established upon Council approval to track all applicable costs.

As illustrated in Table 1 above, administration is recommending the pre-commitment of funds utilizing the $75,000 each year from 2022 and 2023 to complete repairs of the Boer War monument. The additional funding of up to $105,000 from PFO-005-19 will enable all of the repairs as identified by the consultant to be completed. Table 2 below details the funding request:
