Implementation of this pilot program will have an additional impact on revenue collected through parking meters. During a normal month, the City could expect to see meter revenue of approximately $2,100 per meter per month. As a result of COVID-19, Traffic Operations is already projecting parking meter revenue to be reduced by 80% for the months of June, July and August and 60% thereafter. Therefore, based on the 11 businesses identified in this report using 1 parking stall each, the projected impact to the City is in the range of $4,500-$9,500 per month. This amount could be further mitigated by residents parking in adjacent lots instead of using on-street meter parking.
Previously, Council approved relaxing fees which equal approximately $2,100 per parking meter per month. Should the pilot be approved, the No Parking Meter Bags fee would be required. The fee associated with these bags are to cover a portion of the revenue loss of parking meters. Should council wish to waive this $5 per day fee, based on 11 businesses identified in this report using 1 parking stall each, the projected impact to the City would be a loss of revenue of approximately $1,700 per month.
These costs do not include any expenditures associated with constructing and maintaining a curb height platform and railings in conformance with the Sidewalk Cafe Handbook and construction requirements outlined in this report.
