The Habitat for Humanity model aligns with the strategies identified in The Home Together: Windsor Essex Housing and Homelessness Master Plan (HHMP) approved by City Council on December 2, 2019 (CR612/2019). Under Goal 1: Sustain and Expand Social and Affordable Housing Supply the strategy to adjust municipal land use planning regulations and offer incentives to increase the supply of affordable housing along with the creation of a Planning and Financial Tools document that Windsor could consider to expand the supply of affordable housing. The HHMP has identified ownership housing as a priority and a strategy to alleviate the social housing waitlist numbers by offering households the opportunity to transition to ownership housing as one positive and supported step in the housing continuum.

In addition, eligible Habitat for Humanity applicants that meet program requirements have access to the Homeownership component of the Investment in Affordable Housing Program for Ontario (2014) Extension) administered by the Housing Services Department as Service Manager. Downpayment assistance is available to eligible Habitat for Humanity applicants towards the purchase of their home. This program further supports the HHMP Goal 1: Sustain and Expand Social and Affordable Housing Supply strategy to promote affordable homeownership through financial support.

Risk Analysis:

There are many charities and not-for-profit organizations in the City engaged in worthy causes and community improvement activities that may not generally be consistent with Waiver of Fees & Grant Funding Policy guidelines. Approval of grants and/or waivers of fees that are not consistent with the guidelines of the policy may lead other organizations to apply for special grant funding and fee waivers as well. By adhering to clear grant funding and fee waiver guidelines, the City can ensure that its limited grant funding and waivers of fees are provided in a consistent fashion in accordance with the governing rules and regulations as defined in the policy.
