The Community Public Art Advisory Committee also approved the sculpture at its May 1, 2013 meeting.

Discussion:

Since the agreement of 2013, Ms. Shintani has moved away from Windsor and is no longer interested in pursuing this project. Ms. Shintani has donated the incomplete project to the City. The City and the artist have entered a previously approved legal agreement which allows for another artist to complete the project.

Local artist Mark Williams has completed three large bronze sculptures that are or will be on display within the City of Windsor. They are: Four Generations located in Ford City, Tecumseh/Brock Monument located in Sandwich Town and the Hiram Walker sculpture to be located within Walkerville. Additionally he has completed large sculptures such as the 1812 sculpture on display in the Kings Navy Yard in Amherstburg. Mr. Williams is willing to complete this project with a design change should the corporation identify funding.

Due to the length of time the project was in storage, the wax fingerprints that were pressed onto the chair forms have melted and are no longer identifiable as children's fingerprints. Mr. Williams is proposing to engrave our Sister City names into the cast bronze Windsor chairs. This project will remain a Sister City project and will become a significant marker honouring Windsor's relationships within Jackson Park.

It should be noted that the artist work on the project would begin shortly after a legal agreement between the artist and The Corporation of the City of Windsor. Casting of the sculpture could potentially take place early in 2020 with the installation into Jackson Park occurring later in the year.

Risk Analysis:

There are no significant or critical risks associated with the recommendations in this report.

Resource Risks: There is a risk that an increase to the material costs to bronze the sculpture or to install it in Jackson Park occur. Administration will review all expenditures to mitigate this potential risk.

Timing Risks: Should there be a delay in starting the project, Administration believes the cost of the project will rise.

Financial Matters:

All cost estimates in this report are subject to tendering and actual pricing. Administration is projecting the costs of installation based on current project expenditures. Until the project is tendered, prices will not be finalized.

PROJECT CHARGED: A new capital project will be established upon Council approval to track all applicable costs.
