Diversity Committee

● A Communication report, including the consultant's report, was provided to Council on the results of the 2018 Workforce Census on August 26, 2019.

● The Diversity Officer provided an overview of discussions the previous committee had regarding Access Without Fear policies/status. It was clarified that the City of Windsor does not have Access Without Fear status, but it does have many positive practices that are currently in effect. A brief overview was provided regarding how this matter originally came before the Committee. The report of the Manager of Social Policy and Planning dated August 16, 2017 entitled "Response to CQ14-2017: Information Report on the Sanctuary City Movement in Canada, was referred to the Diversity Committee for their review and consultation. The Committee also had a detailed presentation provided by Gemma Smyth, Associate Professor of Law, University of Windsor at the meeting of the Diversity Committee held October 2, 2018 and reviewed the memo from Gemma Symth dated September 25, 2018.

It was explained that this matter has been reviewed/discussed by the Committee during several meetings but no recommendation has yet been put forth. It was recommended by the current committee that Gemma Smyth, Associate Professor of Law, University of Windsor and Mary Ellen Bernard, Manager Social Housing & Policy be invited to attend the next meeting of the Diversity Committee to reconvene the discussion regarding the viability of an Access Without Fear structure/Policy so that recommendation could be provided to Council on this matter.
