The City of Windsor no longer owns the fleet required to do such a collection; therefore the service would need to be contracted out. This service would require its own contract as it does not form part of the current waste collection contract. It is difficult to predict the cost of such a service since history has shown us that items continue to be placed at curb side for collection long after the scheduled collection day.
In 2005, a one day bulk collection scheduled for the University area lasted three weeks. Over expenditures for that clean up came in the form of return collections, 311 calls and bylaw enforcement calls.
OPTION C: USER PAY SERVICE
The user pay service delivery model is quite similar to the special collection model, with the exception that the costs incurred for this service would be assessed to the user.
Disposal Options
- A) Curb side by appointment - Residents would purchase a disposal ticket to· be affixed to the bulky item. The item would be placed at curb side on their appointed day.
- B) Public Drop Off Facility - As in Option A
- C) Other Organizations - As in Option A

In addition to the costs previously described, there would be additional administrative cost for printing the disposal tickets, scheduling the collections and processing the user fees. It is unlikely that this cost would be competitive with private sector haulers or the tipping fee of the Public Drop Off facility (in the case of self-delivery). Those currently bypassing the Public Drop Off presumably do so to avoid tipping fees. A user-pay service is therefore not likely to diminish illegal dumping significantly.
The Public Drop Off Depot located at Central & E.C. Row North Service Road has witnessed a steady increase in resident use, from 62,500 trips in 2008 to 96,800 trips in 2010.
Over 25% of the 2010 transactions were for items that would be collected at curb side (i.e. recyclable materials, household garbage) but were delivered by the customer due to the convenience of the facility. The minimal tipping fees do not appear to be a deterrent.
Despite this, illegal dumping continues to be a concern and unfortunately the small percentage of the population that embraces this habit may continue to dump no matter what collection or alternate disposal process is established.
