which does not identify any land acquisition being required from the subject parcels. Howard Avenue currently lacks curb and gutter as well as municipal sidewalks. The applicant is required to provide a cash contribution towards the future construction of this infrastructure. Through discussions with Transportation Planning we understand a Transportation Impact Study [TIS] is required in support of the proposed development. The applicant will be required to construct any improvements identified on Howard Avenue under the approved TIS.

Holburn Street is classified as a Class II Collector road, with the existing section to the east having a right-of-way width of 22m, with sidewalks on both sides of the street. The extension of Holburn to the east should have the same cross-section. As per standard practice, the City will be responsible for costs associated with upgrading Holburn from a local to a collector road within the plan of subdivision, based on a tender process satisfactory to the City Engineer.

Streets A, B, C, and D are local residential roads and shall have cross sections consistent with AS -206D. Corner cut-offs in the amount of 4.6m x 4.6m are required at the intersection of all local streets with Holburn Street, as well as at the Howard/Holburn intersection.

In summary, we have no objections to the proposed site plan control application, subject to the following requirements:

Howard Avenue Improvements – The owner(s) agree to the following regarding upgrades to Howard Avenue:

  1. Sidewalks - to pay to the Corporation, prior to the issuance of a construction permit, the sum of $35,000.00 being the owner’s contribution towards the future construction of a concrete sidewalk on the Howard Avenue frontage of the subject lands;

  2. Curb and Gutter – to pay to the Corporation, prior to the issuance of a construction permit, the sum of $15,000 being the owner’s contribution towards the future construction of concrete curb and gutter on the Howard Avenue Frontage of the subject lands.

  3. Transportation Impact Study – to construct any off-site improvements identified on Howard Avenue under the approved TIS.

Land Conveyances for Rights-of-Way – the owner(s) further agree to gratuitously convey to the Corporation, in fee simple and without encumbrance and prior to the issuance of a construction permit, the following rights-of-way, in accordance with the approved Plan of Subdivision:

  1. A 22.0m wide right-of-way for the Holburn Street extension;

  2. A 20.0m wide right-of-way for Streets A, B, C and D;

  3. A 4.6m x 4.6m (15’ x 15’) corner cut -off, at the intersection of Holburn Street and Howard Avenue; and,

  4. 4.6m x 4.6m (15’ x 15’) corner cut -offs, at the intersection of Streets A, B, C, and D with Holburn Street

Easement – The owner(s) agree, prior to the issuance of a construction permit, to gratuitously convey to the Corporation in fee simple and without encumbrance, a 6m wide easement across block 17 on the draft plan of subdivision for maintenance, and the eventual replacement of t he storm sewer pond inlet pipe.

Servicing Study – The owner(s) agree, at their own expense, to retain a Consulting Engineer to provide a detailed servicing study report on the impact of the incresed flow to the existing municipal sewer
