For the LG intake application submission dates vary based on how many projects will be submitted. Applicants with one project are required to submit by December 21, 2020 and applicants with more than one project by January 7, 2021. Given the amount of funding the City has been provided we may submit up to 5 projects. As such the latest date the City can submit is January 7, 2021. The LG guidelines do state that all submissions will be reviewed on a first come first serve basis. As this program will likely have a significant number of submissions Administration is making every effort to submit applications as soon as possible, and before the January 7, 2021 deadline.

Administration has determined 3 project submissions will be made. Given the program allows for a maximum of 5 project submissions it recommends bundling projects within the same Category and Asset Type. It should be noted that the risk in this is that all work identified within a project submission must be completed by December 31, 2021. Failure to complete all of the project will result is loss of funding for the entire project. As such, at the time of writing this report, Administration is revisiting work identified for the facilities (project submission 1 below) to ensure the final listing is viable. There may be a need to split this project, resulting in 5 submissions, so as to reduce any risk relative to this matter. Below is the outline of each project submission:

  1. Category 2: Work to be completed at several recreation and community centres and administrative buildings which the public access to install various touchless solutions.

  2. Category 2: Installation of permanent barriers on Transit Windsor buses

  3. Category 3: Construction of new multi use trails at Central Park and Southdale Park and cycling facilities at Hawthorne Drive and Victoria Avenue, trail connections around EC Row and Walker Road and an extension of the Walker Business Park trail

    2. Estimated total eligible costs: $1,426,450

    3. Estimated total ineligible costs: $198,515

It should be noted that while projects were identified under Category 4 – Disaster Mitigation, most of them were not able to be completed by the December 31, 2021 requirement. In addition the guidelines state both Category 2 and 4 were required to provide “ clear rationale in the project description of how they will support responding to the COVID-19 pandemic and/or economic recovery.” It was not likely these projects could provide this rationale and as such rather than risk loss of funding they were
