RE: Additional Information — S128/2019, Parking bylaw #9023 amendment to Gross Vehicle Weight rating and Public Utility Exemption 

Report S128/2019 of the City Engineers office, dated July 8, 2019, referenced and sought Council approval for an increase of 1,500 kilograms to the Gross Vehicle Weight Rating of the parking bylaw #9023, and that Public Utility vehicles listed in the report be exempt from this provision of the Parking Bylaw. The administration is requesting that Council approve the following recommendation:  

THAT Council approves the request by the Office of the City Engineer to increase the Gross Vehicle Weight Rating allowed on City right of ways by 1,500 kgs. From 3,000 to 4,500: and, 

THAT Council approves the requested exemption from this section of bylaw #9023 for Public Utility Vehicles listed in the report. 

At the August 26, 2019 meeting of Council, Councillor Kusmierczyk, referred report #5128/2019 Back to administration via CR 413/2019 ETPS 690 to meet with the proponents to address resident concerns and provide some safeguards for such. Also, the possible use of Municipal properties for parking these vehicles after normal work hours when in an "On-Call" fashion. 

After a number of meetings, phone conversations and email trails, the administration can additionally add to the original report that Enbridge Gas Inc. can, and will, ensure that only one (1) of its service vehicles will be parked on Ivanhill Ave. at a time, and only when this vehicle is in an "On-Call" situation. 

With regards to the question of the use of Municipal properties as storage for "On-Call" vehicles, the administration does not recommend the practice of allowing outside the Corporation owned vehicles to park on any of its properties for the following reasons:
