Consultations:

Consultations were held with Municipal Departments and Utility Companies, which resulted in the information found in attached Appendix ‘ C ’ .

There were no objections from the municipal departments and utility companies for the requested alley closure.

Public Works – Engineering indicates the if the alley is closed, a permit will be required by the abutting property owners on Leduc Street use this access they will be required to obtain a driveway permit to complete and maintain the approach to City Standard AS-221 or AS-222.

Bell Canada, MNSi, EnWin Utilities Ltd. And Enbridge (formerly Union Gas) have requested easements in the subject area of closure.

Notices of the meetings of the Development & Heritage Standing Committee and Council are published in the Windsor Star prior to each of the meetings. In addition, notice of each of the public meetings will be mailed to the abutting/affected property owners prior to the meetings.

Conclusion:

The Planning Division recommends closure of the portion of the north/south alley shown on attached Appendix ‘ A ’ , subject to easements as in Recommendation II of this report, in favour of Bell Canada, MNSi, EnWin Utilities Ltd. and Enbridge (formerly Union Gas).

The closed portion is to be conveyed in equal halves to the abutting property owners as in Recommendation II of this report.
