Conclusion:
The City’s dirty yard by -law gives the ability to control maintenance standards on private property. The City’s current by -law does not specifically regulate all landscaping overgrowth on private property. Council has the option to amend the City’s current by -law to provide additional language to regulate overgrowth of landscaping and general overgrowth on private property.
