Conclusion:

The buy versus lease analysis using the current Ministry Standing Agreement suggests that leasing photocopiers continues to be financially advantageous to the Corporation. The Standing Agreement also would allow the Corporation some flexibility in managing changes to its photocopier needs. Consistent with past analyses, photocopiers should continue to be leased.

Additionally, there are instances where specific departmental requirements or unique functionalities of the photocopier units cannot be accommodated under the Ministry Standing agreement. It is administration’s view that in those instances the departments be enabled to pursue other options for the procurement of the required photocopier following standard protocols and the required guidelines under the City’s Purchasing B ylaw.
