Climate Change Mitigation:

The density of the development on the site on existing bus rotes and adjacent to commercial and community facilities will encourage the use of Transit and walking as modes of transportation, thereby helping to minimize the City’s carbon footprint.

Climate Change Adaptation:

The site will be subject to site plan control and will be required to retain storm water on site that will only be released to the City’s Storm sewer system at predevelopment levels.

Public Notice:

The statutory notice required under the Planning Act was provided in the Windsor Star. In addition, all properties within 120m (400 feet) of the subject parcel received courtesy notice by mail prior to the Development & Heritage Standing Committee Meeting (DHSC) meeting.

Conclusion:

Planner’s Opinion and Conclusions:

The proposed development of this vacant site into a development containing a Multiple Dwelling structure represents an efficient development that will have no adverse impact on the financial well-being of the City of Windsor. The proposed developments represents an appropriate residential use, adds to the range and mix of uses, and will not cause any environmental or public health and safety concerns. This development is consistent with the Provincial Policy Statement.

The proposed Multiple Dwelling represents a housing type and density that meets the requirements of current and future residents, that meets the social, health and well-being of current and future residents, represents a form of residential intensification, is set in a location with access to infrastructure, public service facilities, and is close to commercial land uses.

The proposed amendments are consistent the PPS, with the policy direction of the City of Windsor Official Plan, is compatible with existing and permitted uses in the surrounding neighbourhood and constitutes good planning.
