Annetts and Associates was engaged by the City of Windsor to complete a salary survey and compensation review for the Transit Windsor non-union employee group. This report provides the following: project implementation, general findings, summary of findings, and recommendations.

1. Identification of Market Comparator Group
The 10 organizations chosen for this survey changed since 2015-2016.
Thunder Bay, Oakville and Mississauga were removed. Mississauga was replaced by Guelph as a better comparator as Mississauga’s transit has significantly different ridership characteristics. Thunder Bay and Oakville were removed since neither provided good data in 2015/2016.
Guelph, Kingston were added as communities with similar ridership characteristics. Universities playing a major role in ridership for both communities.
