Comments Specific to the TIS

2. The mode split adjustment method used is somewhat non-conservative:

The entire estimated non-auto mode share was deducted from trip generation estimates derived from the ITE Trip Generation Manual to produce an estimate of auto trips.

Trip Generation Manual trip generation rates are specifically for auto trips at a typical mode share.

Effectively, this method has “double counted” the typical number of non-auto trips.

This issue does not appear to have a significant enough impact to affect the validity of the report conclusions, but should be corrected if the report is re-submitted for other reasons.

3. The TIS recommends considering a pedestrian crossover on University Avenue at either Elm or Wellington. Clarification should be provided as to whether this recommendation is being proposed as an off—site improvement as a result of this development.

The current width of University Avenue West in the vicinity of the development is wider than the maximum roadway width for a pedestrian crossover. With the narrowing of University Avenue west proposed by the University/Victoria Environmental Assessment (in progress — not yet approved), a pedestrian crossover could be feasible.

- 4. The TIS recommends rescinding the signed parking prohibition at the existing site driveway on University Avenue West.
- This signage is provided only as reinforcement for the general prohibition of parking in front of driveways. When the driveway is removed, the “no parking" signs on either side of the driveway should be removed as well.
- No amendments to Parking By-law 9023 will be required to allow parking on University Avenue West once the curb cut and signs have been removed.
