Dillon Consulting Limited (‘Dillon’) has been retained by 2605385 Ontario Inc., herein referred to as the “Applicant”, to assist in obtaining the necessary planning approvals associated with a proposed mixed use development at 1200 & 1220 University Avenue West. On May 13, 2020, the applicant submitted a Zoning Amendment application, Planning Justification Report, Traffic Impact Study and Parking Memo to redevelop the site for a mixed use development. This memorandum is to be included as an amendment to the original Planning Justification Report submitted on May 13, 2020.The original application was in support of developing:

an 855 m² (9,200 ft²) building (1200 University Avenue West) for office uses;
-
a 1,292 m² (13,906 ft²) building (1220 University Avenue West) for commercial uses; and
-
a five (5) storey, 1,837 m² (19,776 ft²), one hundred and thirty-three (133) unit multiple dwelling building.
The submitted zoning amendment application requested that the sites CD2.2 zoning be amended to a site specific CD2.2 zoning. The requested site specific CD2.2 zoning would include the following provisions:

Increase the maximum building height from 14m to 18m;

Decrease minimum amenity area per dwelling unit from 12m² to 7.5m² and permit amenity area on an adjacent lot;

Provide relief from provision 5.2.20 (.1) of the City of Windsor Zoning By-law 8600 to permit 53 dwelling units having a minimum gross floor area of 31m²;

Provide relief from provision 15.2.5 (.15) of the City of Windsor Zoning By-law 8600 to permit a multiple dwelling with main floor residential units; and
-
Provide relief from provision 24.20.5 (.1) of the City of Windsor Zoning By-law 8600 to permit a minimum of 110 parking spaces on the subject site.
