The request now is for additional financial support to cover the originally unanticipated cost of the services needed to complete the Building Permit Application for the “material alteration or repair” of the domes to zinc cladding, as required by the Building Code Act. For places of “Assembly” use buildings, the Ontario Building Code requires an architect to prepare the permit. Building Department has made an exception in this case to not necessarily require an Architect’s involvement, but can also accept the application to be prepared by a qualified Professional Engineer (given that the scope of work does not impact existing fire separations, egress or exiting). Due to the location and context of the domes, the structural adequacy of the domes are unknown until visited by the professional via a manlift/other system for the in-person close-up inspection during the removal of the cladding. Should inspection of the condition necessitate structural repairs, a revised Building Permit Application with structural design solution would need to be provided with a professional Engineer’s seal. The structural repair design changes (if needed) is unknown at this point and beyond the scope of the present quotes.

The Building Permit Application must fulfill all of the Heritage Alteration Permit Requirements including replication of all dome detailing such as having folded seams, curved panels for the onion domes, and rounded edge at the bottom of the front conical dome. The Building Permit will confirm that the ultimate appearance would be a replacement in kind to the existing domes, and therefore the Heritage Conservation Agreement would no longer be necessary.

The Church requested quotes from multiple companies but only received two available for consideration. Allan Avis submitted a quote with more detailed description of work scope and deliverables, but with a quote of $27,100 plus HST. The Church wishes to proceed with the lower priced combination quote (total of $21,357 inclusive of HST) Engineering review by local firm Vertical Engineering Ltd and shop drawings to be provided by their roofing contractor High Standard Installation Ltd. High Standard Installation Ltd. quoted $8,900 plus HST for equipment rental and provision of shop drawings through site measurements. At $10,000 plus HST, Vertical Engineering Ltd will review and seal the shop drawings provided by the contractor to ensure that it meets Heritage requirements, conduct inspection review and report for structural adequacy, and inspect the cladding installation.

The additional recommendation for delegated approval to administration is to allow flexibility for the project execution, should further minor changes be needed to address potential structural conditions.
