the satisfaction of the City Planner as to content, the City Solicitor as to legal form, and the CFO/City Treasurer as to financial implication;

IV. THAT grants BE PAID to the registered owner (1433341 Ontario Inc.) of 3236 to 3238 Sandwich Street upon completion of improvements to the building facade(s) located at 3236 to 3238 Sandwich Street through Project 7076176-Sandwich Community Development Plan to the satisfaction of the City Planner and Chief Building Official.

Background:

On January 26, 2009, City Council passed by-laws to establish the Sandwich Heritage Conservation District Plan (By-law 22-2009), Olde Sandwich Towne Community Improvement Plan (By-law 27-2009), and Supplemental Development and Urban Design Guidelines (By-law 28-2009). These By-laws came into effect on October 18, 2012. One of the key recommendations of the Olde Sandwich Towne Community Improvement Plan (Sandwich CIP) is the implementation of the Incentive Program(s). On June 17, 2013 through M265-2013 Council activated the following Incentive Programs from the Sandwich Incentive Program(s) “toolkit” (See):

  1. Commercial/Mixed Use Building Facade Grant Program

  2. Revitalization Grant Program

  3. Commercial Core Feasibility Grant Program

  4. Development Charge Grant Program

  5. Development and Building fees Grant Program

  6. Neighbourhood Residential Rehabilitation Grant Program.

On June 17, 2013 Council also received the Development Review Process for development applications within the Sandwich Heritage Conservation District (HCD) area, and within the Sandwich Community Improvement Plan (CIP) Area (outside of the Sandwich HCD Area) (M264-2013). On April 28, 2014 Council also activated the Commercial/Mixed Use Building Improvement Loan Program from the Sandwich Incentive Program(s).
