Recommendation:

I. That the requested closure of the 4.27m wide east/west alley, between

Marentette Avenue and Louis Avenue, as shown on Drawing No. CC-1759 attached as Appendix “A”, BE DENIED for the following reasons:

  1. The alley does not meet the criteria for closure; it is deemed indispensable and not suitable for closure.

  2. The subject alley provides vehicular access for the property known as 723 Vimy Avenue; therefore, the subject east/west alley should be kept open.

Background:

Kay Meagher, owner of the property known as 777 Vimy Avenue, applied to close a portion of the 4.27 metre wide east/west alley abutting her property between Marentette Avenue and Louis Avenue, as shown on Drawing No. CC-1759 attached as Appendix “A”.

The subject east/west alley appears to be travelled and is comprised of gravel and grass. There is a driveway approach and curb-cut providing vehicular access from Marentette Avenue to the subject alley. The east/west alley provides vehicular access to a garage at the rear of 723 Vimy Avenue. The westerly section of the east/west alley is blocked by a driveway, fence and mature vegetation.
