On March 22, 2019, the City of Windsor received a letter from the Minister of Infrastructure and Communities announcing that the application to the DMAF was successful. Federal funding of the Program from the DMAF will be up to 40 percent of the total eligible project costs, to a maximum contribution of approximately $32.1M.

A Project Charter, which defines the scope and establishes the framework and overall approach for the DMAF Program, has been developed, along with a detailed Program specific Communication Plan.

An Executive Committee has been established to oversee the implementation of the work plan and to provide direction throughout the Program. The City Engineer serves as Project Sponsor. The Corporate Projects division of the City’s Engineering Department is administering the overall Program. Project Leads will be assigned to the individual projects over the course of the Program. Asset Planning oversees the overall execution of the Program and is the lead liaison with Infrastructure Canada.

An Oversight Committee has been established comprising a Federal co-chair and a City co-chair. In general, the committee monitors compliance with the terms of the Transfer Payment Agreement, as well as the progress of the overall Program.

The Transfer Payment Agreement with Infrastructure Canada for DMAF 1 was fully executed on February 28, 2020.

Discussion:

The DMAF 1 Program involves a series of projects, including: studies; environmental assessments; road works; sewer works; stormwater management works; and pump station works to address areas in the City prone to flooding, drainage complications and overall storm sewer capacity issues.
