Analysis by band shows us that there are three bands (9, 10 and 13) that have a lower percentile average in 2018 , however, over all the distribution of percentile ranking is well balanced. We would not recommend making any structural changes to Windsor’s non-union salary bands until a long-term trend can be determined. The build of the non-union salary structure is not an issue at this time, however, if the pattern of low percentile rankings for bands 9, 10 and 13 continues, consideration should be given to changing the percentage increase between bands 9, 10 and 13 to better meet market conditions.
