There is a risk that maintaining the same municipalities and not updating the comparator positions may not provide relevant comparators based on changes in the municipal environments, alternatively accepting these changes can lead to results that are different than if we proceeded under a status quo methodology. The risk associated with the change and the outcomes and results will be unknown until the review is completed . There is a significant risk of breach of contract with CANUE if the Salary Market Review 2017-2018 is not completed. The risk is rated as significant given that the Council directive and the Memorandum of Agreement signed between CANUE and the Corporation legally requires the Salary Market Review be completed every 2 years using the agreed upon methodology. The Corporation’s commitment to abide by the terms of the signed agreement makes the probability of this risk moderate.

Similarly, for the Senior Management Team (SMT) (non-CANUE/Non Union employees excluded from CANUE, i.e. Department Heads, etc.), it is highly recommended that City Council continue to include them in the salary market reviews in keeping with the obligations of the SMT Terms and Conditions of Employment as well as both our pay equity plan and internal equity commitment.

Financial Matters:

As the 2017-2018 Salary Market Comparison Review only recently got underway the financial impact of this review is unknown. The future impact of potential changes to the non union salary grid can only be calculated once the information is provided by the Consultant. At that time calculations will be included within the final recommendations in a subsequent report to City Council.

Undergoing a Salary Market Comparison Review for 2017-2018 with a good set of sample comparison data allows the City of Windsor to meet its obligation to Council, our Non Union employees and CANUE. Further, the Salary Market Review assists in the maintenance of our market competitiveness and provides a reasonable compensation package that will retain, recognize and attract the most talented and productive non-union employees, management and senior leaders.
