Risk Analysis:
There is no risk in continuing to pursue designation as an Ontario Health Team. As articulated in the previous Council report, a shared savings incentive structure is anticipated to reward Ontario Health Teams that realize efficiencies and exceed performance targets. Minimum quality and performance targets will need to be met and savings will need to be spent according to prescribed rules. There is a risk of financial penalty should teams fall short of meeting these obligations.
Financial Matters:
The work undertaken to bring the Windsor Essex Ontario Health Team to the full application stage has been supported through in-kind contributions. To date the Province has not provided funding to support this initiative. It is anticipated that the partners will be asked to contribute financially towards the long-term governance structure to be established and subsequently approved by the Ministry of Health. It is unknown at this time what amount the City of Windsor will be asked to contribute. Should any request exceed Administration’s ability to accommodate within the Council approved budget, such request will be brought forward to City Council for their consideration and direction.
Currently funding flows directly to Huron Lodge from the Ministry of Long-term Care (MLTC) with a 2020 revenue budget of $ 11,092,741. It is anticipated that funding will eventually flow from the Province through the Ontario Health Team to providers.

Conclusion:
As the City of Windsor provides direct health care through Huron Lodge Long-Term Care Home, indirectly affects the well-being of residents through the provision of social services, and increasingly, collaborates with a number of health related agencies to support residents, Administration must continue to demonstrate community engagement and support the government’s vision for a fulsome and holistic continuum of care in Windsor and Essex County.
