Should City Council approve the submission of the grant the funding identified above would be used as our 50% matching and ineligible costs for the grant submission. In order to meet with the grant requirements Administration will need to consider various programming opportunities as well. Any expanded elements of the program will only be executed if grant funding is awarded in time for them to proceed. This will ensure that should the grant be denied, or not awarded in time, only the original funding commitment as outlined in the table above will be required to execute the program as described in this report.

Conclusion:
With the 2020 edition of Bright Lights Windsor being cancelled, Administration is presenting alternatives for holiday display lighting for the 2020 season. Relocating displays that were part of the Jackson Park Bright lights program into unsecured areas present significant risks to the investments that have been made. There would be additional costs to fund either of the alternatives as noted in the financial section of this report.
