Contingency Plan

1. Provide the traffic maintenance plan on the bridge during an incidentas well as any specific measuresthatwill be taken during a release to preventor contain pollution.

HazardousSpill Mitigation/Cleanup Plan:

1. Provide plans indicating what mitigation efforts are or will be in place to prevent hazardous materials from spilling off the bridge directly into the Detroit River, and into the City of Detroit or

City of Windsor storm sewer systems.

2. Provide information showing DIBC employee/contractor knowledgeofspill prevention and cleanup requirementsfor the various hazardous materials and substances suchas explosives, inflammable, corrosive, oxidizer, biological, toxic, or radioactive.

DIBCwill need to provide MDOTwith a “hold harmless” agreementstating thatin the eventof a hazardous materials spill or release into the Detroit River, all costs associated with the cleanup effort will be borne by DIBC. MDOTandthe State of Michiganwill not beliable. DIBCwill agree to defend and indemnify MDOTandthe State of Michiganin all lawsuits arising from sucha spill or release. This agreementis subject to the review and approvalof the Attorney General.

Community Engagement:

In leu of conducting several public meetings as part of showing commitmentfrom the community, a signedletter of support forlifting the restriction from the following locally elected representatives of the community will be accepted:
