This letter is intended to provide additional context regarding the proposal by TELUS to build a telecommunications facility at the above noted property.

On August 21, 2018 TELUS identified the need for an additional telecommunications facility in the area, based on growing demand for wireless service in the area and the resulting strain on its wireless network. TELUS’ Radiofrequency Engineering and Network Planning Departments created a search area map to guide real estate department efforts to acquire a site for the construction of an additional telecommunications facility to serve the commercial, industrial and residential areas along Russell St. and Sandwich St. The objective is to improve Long Term Evolution (LTE) wireless coverage and capacity. LandSolutions was engaged by TELUS to locate a willing landowner who would lease land and permit access to construct and operate a telecommunications facility.

Following federal and municipal policies regarding the location and design of telecommunication facilities, TELUS and LandSolutions reviewed the area for possible co-location sites (i.e. existing structures where antennas could be mounted, thereby avoiding the need to construct a capital-intensive cell tower). There were no suitable existing buildings or structures found within the search area boundaries that presented enough height and commercial practicality. The closest existing structures within a 500m radius of the proposed development is an 18m tower located approximately 300m west of the proposed location and a 33m tower located approximately 800m northeast. Both towers are too short and the 33m tower is too far away and too close to an existing TELUS facility. Reconstruction or expansion of the 18m tower is not commercially practical. In addition, TELUS will welcome future tower sharing opportunities on the proposed tower per ISEDC’s guidelines. Currently, TELUS anticipates having space available for future sharing below 26m on the tower. TELUS will respond to a request to share in a timely fashion and will negotiate in good faith to facilitate sharing where feasible following standard co-location procedures.

Following municipal policy preferences for the location of facilities, LandSolutions found a willing landowner and feasible site at 3496 Sandwich Street (subject lands). Following a series of technical evaluations, TELUS qualified this as a viable location. TELUS is proposing the installation of a 35m lattice,
