As noted in report S 145/2019, “CQ14-2019 CQ15-2019 Traffic Calming,” similar signs have been used in several other cities, including Toronto and London, as part of their Vision Zero programs. Windsor’s Vision Zero Action Plan has not yet been developed. This pilot program provides the opportunity for evaluation and feedback that can inform the Traffic Calming Policy update, which is scheduled for later this year, or the Vision Zero Action Plan.
Lawn signs, as opposed to official signs or other measures, were selected for a pilot program for several reasons:
The size and height of the sign was selected so that it would not create a view obstruction for drivers.
The colour and format of the sign were selected so that it would not be confused with official regulatory or warning signs.
Official signs would have significantly higher cost and would have ongoing associated maintenance costs.
Lawn signs communicate to drivers that speeding is a particular concern for residents of the neighbourhood.
Financial Matters
500 lawn signs were purchased with funds from Traffic Calming capital project (7069022) for $4,375 plus HST ($8.75 plus HST each).
Administration has identified that the signs will be sold for $10 each, based on cost recovery for the production cost of the signs (including non-recoverable HST) and transaction costs associated with the sale of the signs.
Councillors have the option of using ward funds to reduce the price of the signs or purchase them outright for their constituents. Purchase through ward funds can be arranged by contacting the Transportation Planning Division.
Conclusion
As a pilot program, “please slow down” lawn signs will be made available for purchase at Customer Care Centres and City Hall for $10 each. 500 signs are available through this pilot program. Feedback on the pilot program will be used to inform the Traffic Calming Policy update and the Vision Zero Action Plan.
