8.1. Delegation of Authority to Execute Agreements Under Section 27 of the Development Charge Act - City Wide

That Council DELEGATE to the Chief Administrative Officer (CAO) the authority to approve agreements with any party who is required to pay development charges for rental housing, non profit rental housing and institutional uses, pursuant to Section 27 of the Development Charge Act for the early payment of such development charges (DC), and that the agreements be acceptable in form to the City Solicitor, in technical content to the Chief Building Official, and in financial content to the Chief Financial Officer and City Treasurer, and that By-law 208-2008 being the Delegation of Authority By-law BE AMENDED accordingly.

8.2. 2020 Third Quarter Operating Budget Variance Report

That City Council RECEIVE FOR INFORMATION the 2020 3rd Quarter Operating Budget Variance Report, including the updated COVID 19 financial impacts from the Chief Financial Officer and City Treasurer; and,

That the Chief Administrative Officer and the Chief Financial Officer & City Treasurer BE DIRECTED to monitor the 2020 Operating Budget and continue to seek further means of offsetting any potential variances that may arise; and further,

That City Council RECEIVE and ACCEPT the Q3 additional information included in (attached) memo which reflects the Q3 actual financial results as required for the Safe Restart Municipal Operational Funding program submissions from the City of Windsor to the Province.
