Conclusion:
The Department of Parks, Recreation and Culture has noted that the proposed cannabis retail store is within 18 meters of the Windsor International Aquatic Centre.
The Windsor-Essex County Health Unit has also noted that the proposed cannabis retail store is within 150m of the Salvation Army Windsor Community Rehabilitation Center located at 355 Church Street, which they classify as a Mental Health & Addictions Service provider. A cannabis retail store at this location would therefore be in conflict with CR 534/2019, which requires the City of Windsor oppose the establishment of cannabis retail stores within 150 metres of an addiction treatment centre (see Appendix C).
Consideration may be given by Council to additional concerns raised by the Windsor- Essex County Health Unit and Windsor Police Service.
