The following is a summary of observations, public safety issues that should be addressed, and recommended actions to be taken regarding the physical safety and security conditions associated with the proposed new Cannabisretail store to be located in east Windsor. Information provided here is based on the universally known principles of crime prevention through environmental design (CPTED)and both vehicular and pedestrian traffic impact, according to prevailing data and known experience in forecasting public safety impacts.

Situational Safety & Criminogenic Conditions
The property is situated in the city’s east end, within an area that has generally high amounts of both vehicular and pedestrian traffic. Specifically, its physical placement and orientation in relation to surrounding land uses, amid this high vehicle and pedestrian loads, does present some anticipated public safety challenges that need to be addressed. In this regard, a number of unique contributing factors require a somewhat customized approach to address, namely:
- The physical placement of the store property is set back from Tecumseh Roadandis immediately adjacent to land uses that attract large numbers of customers — including vulnerable populations such as children and seniors. This setback somewhat marginalizes the ongoing natural surveillance capability of the front of the business, a constraint that would presumably be exacerbated by a full front parking lot and numerous patrons coming and going. The result is a greater “congestion coefficient” that will need to be managed to ensure safety.
