Most Anticipated Public Safety Challenges

This assessment has identified the most likely public safety issues/challenges that are antic'pated, requiring the attention of the Windsor Police Service. These need to be recognized and acknowledged if any corresponding course of action is to be successful at establishing and maintaining safety, security, and general public order. In no particular order these are:

LOITERING

Without a doubt, loitering, in general, represents a fundamental root cause for elevated safety concerns and reduced perceptions of safety and comfort by all stakeholders. It, therefore, needs to be addressed properly as the site is redeveloped. The most likely risk for loitering to develop is if the store‘s parking lot becomes full, trigger customers to park nearby and potentially Ioiter after attending the store. Besides the aforementioned vacant space behind the store, the adjacent McDonald’s restaurant to the west and the gas station to the east would be the most vulnerable targets for this to occur if this phenomenon is not managed properly. Sustained loitering acts as a conduit to potentially more dangerous offenses and situations that impair safety and therefore needs to be prevented as much as possible.

TRAFFIC CONGESTION & RELATED ROADWAY SAFETY

The site's orientation and relative positioning within an already busy section of Tecumseh Road East is anticipated to generate tangible increases in both vehicular and pedestrian traffic within the immediate vicinity of the new retail cannabis store. This will likely require a well-thought-out enforcement plan to ensure a high level of the ongoing safety of the public is maintained. Traffic safety is critical to maintaining the functional operation of this busy stretch of Tecumseh Road East.
